Budget Hearings: No Break From Climate Debate

Republican lawmakers will likely grill EPA Administrator Lisa Jackson on her plans to regulate greenhouse gas emissions when she testifies about the agency's FY2011 budget proposal at two hearings this week. And lawmakers will have their first chance to ask questions about the administration's commitment to the Copenhagen Accord when Secretary of State Hillary Rodham Clinton testifies about her department's budget, which includes hundreds of millions of dollars for global climate and energy policy.

Indeed, with Congress back in full force after what was essentially two weeks off, it's a busy week in Washington. Here's a rundown of the major congressional hearings on the energy and climate front:

• Tuesday: Jackson is testifying about EPA's FY2011 budget proposal to two panels: Senate Environment and Public Works and the House Interior-Environment Appropriations Subcommittee.

• Tuesday: Chief Technology Officer Aneesh Chopra is scheduled to testify at a Senate Commerce and Energy Subcommittee hearing on the relationship between energy efficiency and technological innovation.

• Tuesday: Henry Kelly, principal deputy assistant Energy secretary for the Energy Efficiency and Renewable Energy (EERE) program, is set to testify at a Senate Appropriations Subcommittee hearing on electric vehicles.

• Wednesday: Secretary Clinton is testifying about the State Department's budget to two committees: Senate Foreign Relations and the House State and Foreign Ops Appropriations Subcommittee.

• Wednesday: The Senate Energy and Natural Resources Committee will hold a hearing on the U.S. Forest Service's budget proposal. Witnesses will be announced on the committee's Web site this week.

• Wednesday: The Senate EPW panel will hold a hearing to examine legislative approaches to protecting the country's lakes, sounds and other bodies of water. Administration officials scheduled to testify include Peter Silva, assistant administrator for water at EPA, and Harris Sherman, undersecretary for natural resources and environment at the Agriculture Department.

In addition to congressional hearings, other events this week include:

• Today: The League of Conservation Voters is releasing its annual National Environmental Scorecard this afternoon at a National Press club briefing. The scorecard grades members of Congress on 11 Senate and 13 House votes related to energy and environment.

• Tuesday: Several top administration officials and lawmakers are scheduled to speak at a conference hosted by The New Republic, including energy and climate czar Carol Browner, climate change envoy Todd Stern, Sen. John Kerry, D-Mass., and Rep. Edward Markey, D-Mass.

• Tuesday: The Truman National Security Project's Operation Free campaign holds a conference on the Hill to "highlight the connections between oil money, terrorist organizations, and state sponsors of terrorism." Navy Secretary Ray Mabus is set to speak, as well as Sen. Bill Nelson, D-Fla.

• Tuesday: Assistant Energy Secretary for EERE Cathy Zoi speaks at a briefing on EERE's budget hosted by the Environmental and Energy Study Institute.

• Wednesday: The Heritage Foundation holds a discussion on how offshore oil and natural gas production "benefits the economy and the environment."
