Outlook: Panels Take Up 'Cash For Caulkers'

Two congressional committees are holding hearings this week on Home Star, the efficiency rebate program President Obama touted last week. Several budget hearings are on tap too, while renewable energy and environmental groups are holding events pushing for climate and energy legislation.

Here are the major hearings we know about so far:

• Tuesday: Federal Energy Regulatory Commission Chairman Jon Wellinghoff testifies to the Senate Energy and Natural Resources Committee at a hearing on financial transmission rights and other electricity market mechanisms. (10 a.m., 366 Dirksen Senate Office Building.)

• Tuesday: Interior Secretary Ken Salazar testifies to a Senate Appropriations subcommittee on his agency's FY2011 budget proposal. (9:30 a.m., 124 Dirksen.)

• Tuesday: Bureau of Land Management Director Bob Abbey testifies to a House Appropriations subcommittee on BLM's budget proposal. (2 p.m., B-308 Rayburn House Office Building.)

• Wednesday: A Senate Appropriations subcommittee holds a hearing on DOE's budget proposal for the National Nuclear Security Administration. NNSA Administrator Thomas D'Agostino will testify. (10:15 a.m., 116 Dirksen.)

• Wednesday: The Senate Energy and Natural Resources Committee holds a hearing on four bills related to energy efficiency standards. Witnesses include Kathleen Hogan, deputy assistant secretary of energy efficiency. (9:30 a.m., 366 Dirksen.)

• Wednesday: The Commerce, Science and Transportation Committee holds the Senate's first hearing (subscription) on reauthorizing a 2007 research and education bill that created the Advanced Research Projects Agency-Energy (ARPA-E) at DOE. (2:30 p.m., 253 Russell House Office Building.)

• Wednesday: A House Appropriations subcommittee holds a hearing on DOE's nuclear nonproliferation budget proposal. Steven Black, COO of the program, testifies. (2 p.m., 2362-B Rayburn House Office Building.)

• Wednesday: The House Science and Technology Committee holds a hearing on the budget proposals of the EPA and the National Oceanic and Atmospheric Administration. NOAA Administrator Jane Lubchenco and Assistant EPA Administrator Paul Anastas will testify. (2 p.m., 2318 Rayburn.)

• Thursday: The Senate Energy and Natural Resources Committee holds a hearing on legislation aimed at creating jobs related to energy efficiency, including Home Star. Assistant Energy Secretary Catherine Zoi will testify. (10 a.m., 366 Dirksen.)

• Thursday: Energy Secretary Steven Chu testifies on his department's budget proposal to a House Appropriations subcommittee. (10 a.m., 2359 Rayburn.)

• Thursday: A House Appropriations subcommittee holds a hearing on the budget proposal for the Fish and Wildlife Service. Witnesses include the service's acting director, Rowan Gould, and Thomas Strickland, assistant Interior secretary for Fish and Wildlife and Parks. (9:30 a.m., B-308 Rayburn.)

• Friday: A House Energy and Commerce subcommittee holds a hearing on Home Star. No witnesses have been announced yet. (9:30 a.m., 2123 Rayburn.)

Other events:

• Today: EPA Administrator Lisa Jackson speaks to a luncheon crowd at the National Press Club. (Noon.)

• Tuesday and Wednesday: The American Wind Energy Association holds a conference to urge passage of a Renewable Energy Standard. (The Sphinx Club, 1315 K Street, NW.)

• Tuesday: The Environmental and Energy Institute and WIRES hold a briefing on electric transmission. Former Federal Energy Regulatory Commission Chairman James Hoecker and other experts from utility companies are scheduled to speak. (2 p.m., 325 Russell House Office Building.)

• Wednesday: The Alliance to Save Energy holds a conference on energy efficiency. Scheduled speakers include Sen. Byron Dorgan, D-N.D., and Energy Undersecretary Kristina Johnson. (8 a.m., G-50 Dirksen.)

• Slate holds a discussion and reception on personal energy efficiency. David Katz, special assistant to Secretary Chu, is scheduled to speak. (5:30 p.m., House of Sweden.)

• Thursday: The Woodrow Wilson Center holds a discussion on the relationship between the United States and China as it pertains to climate policy. Experts from the World Resources Institute and the Institute for Sustainable Communities will speak. (Noon, Ronald Reagan Building, 1300 Pennsylvania Ave., NW.)

• Friday: Obama's Council of Advisors on Science and Technology holds a meeting. The president's science czar, John Holdren, is among the officials scheduled to speak. (8:30 a.m., National Academy of Sciences Building, 2100 C St., NW. The public can watch the meeting via Webcast by registering at Whitehouse.gov.)

• Friday: The American Association for the Advancement of Science, the American Meteorological Society and the American Statistical Association hold a briefing on the public perception and science behind climate policy. Experts from think tanks and academia are scheduled to speak. (902 Hart Senate Office Building.)
